It was updated to a higher ranking just a month ago. Let's assume John got his PR last month, you do know that Google is placing all new sites in a "sandbox" until they build up their credibility, don't you? Do you really think Google is picking sites by hand and ignoring those? It's all run on algorithms that can't exclude certain sites. Actually, JohnChow have had a PR for quite sometime. It was updated to a higher ranking just a month ago. It's takes quite a bit of time for Google to update it's index. Google updates its PageRank about two or three times in a year. His blog is only 3 months old, so regardless of how much traffic he gets, it's going to take some time. Once Google updates its index, you will probably see his rank jump straight to 5 or 6.
