Nokia site states that it can not block the phone even if we give the IMEI no, however it can alert the operators. Whats the use of IMEI no if this service is unavailable. How do I get redressal to this problem. Whom do I approach?

When we switch on some of the new models in nokia(ex N95, N81 etc) we can notice that it vibrates for a short while. Does anyone know the reason behind that. One reason that I could think of is that it makes sure that it has enough charge to last at least till the OS is loaded in to its RAM.
