I don't think anyone knows where that line should be! The internet has become what it is today because of the government's limited involvement. If bureaucratic net neutrality regulations become a reality, we're going to stifle innovation. It will take longer for new technologies to come to fruition. I work closely with the Hands Off the Internet Coalition and we oppose net neutrality in favor of a bigger, stronger, robust internet future that is filled with more competition and greater access.
